Commissions of Inquiry

Public Inquiries are public and open in nature and present unique requirements to facilitate access to the evidence put before the Commission.

Kearren Bailey has extensive experience in the provision of consulting and project management services to Commission Counsel and the design and operation of electronic hearing rooms for Commissions of Inquiry.

In 2010-11 Kearren was the consultant and project manager for the Mississauga Judicial Inquiry, the first fully electronic inquiry in Canada.

Kearren Bailey Consulting services to Commissions of Inquiry include:

Phase I

Recommendations and creation of exchange protocols for the provision of information by the parties of standing to the Inquiry
Converting the parties’ evidence into an electronic collection of key documents for use in hearings (an Inquiry Book), giving users interactive access in and out of the hearing room
Managing the design and fit-out of the Inquiry room working in partnership with experienced Inquiry technology suppliers
Providing advice and training on the operation of evidence display technology, so parties can maximize its use in the hearing

Phase II

While the hearing is underway:

Presentation technology that can handle evidence in any format
An Inquiry operator responsible for retrieving and displaying evidence at the direction of the parties and the Inquiry
Integration transcript, evidence and exhibit management, capturing and delivering it to the Inquiry Book.
